The Upper Colorado River Commission (UCRC) has received 88 project proposals to participate in the 2023 System Conservation Pilot Program (SCPP). All 88 proposals have been reviewed by the SCPP team, which includes water rights and water administrators from the states of Colorado, New Mexico, Utah, and Wyoming, along with UCRC staff and Wilson Water Group. The review process consists of evaluating proposals against a set of criteria as outlined in the SCPP 2023 Facilitation Agreement and Notice of Pre-Solicitation Request for Proposals (RFP).

Beginning March 17th, the SCPP team will engage with project proponents for the next phase of project selection, which includes the development of Verification Plans and System Conservation Implementation Agreements (SCIAs). The UCRC is planning a Special Meeting on April 10th to consider approval of 2023 SCPP projects.
